What is this style called?
Blackletter, also known as fraktur or gothic script — the letterform style of medieval European manuscripts.
Can I use it for a tattoo sketch?

Why do C, H, I, R, Z look different?
Those five fraktur letters live in an older Unicode block and may render differently on some systems.
